The Florida Turnpike Enterprise (FTE) is amending the FDOT Work Program in order to extend the Suncoast Parkway II from the current northern terminus at SR44, up to CR486. FTE is adding right-of-way (ROW) acquisition funds in FY 2018 and FY 2019. As a result, amendments to both the 2040 Long Range Transportation Plan (LRTP) and theĀ  Transportation Improvement Program (TIP) are necessary and appropriate.

Mr. Diez reported that an amendment to the FY 2018 through to FY 2022 Transportation Improvement Program (TIP) is also necessary for adding ROW acquisition funds for the extension of the Suncoast Parkway II from SR44 to CR486.

Motion: Mr. Kitchen moved to approve the amendment to the FY 2018 through to FY 2018 to FY 2022 Transportation Improvement Program (TIP) for the extension of the Suncoast Parkway II from SR44 to CR486. Mr. Allocco seconded, and by roll call vote the motion carried unanimously.

In response to an inquiry by Mr. Allocco, Mr. Dix clarified that there will be two additional miles added to the Suncoast Parkway II.

Mr. Kitchen inquired about whether there was a plan set in place to move forward with the extension of the Suncoast Parkway II. He asked whether there was a set time frame for the extension. Mr. Kitchen had noted that he was informed that $10 million was added to the State project to study the continuation of the Suncoast Parkway II.

It was noted that Ms. Jennifer Schultz from the Florida Turnpike Enterprise (FTE) was present at the MPO Board meeting to answer Mr. Kitchen's questions.

Ms. Schultz responded that an overall state environmental impact report was approved which covered a very large area. Ms. Schultz stated that design will be completed which will allow FTE to proceed with the next phase of the project; right-of-way and construction. She noted that Mr. Kitchen may have been referring to a legislative appropriation proposal, which may be outside of the Work Program process. Ms. Schultz stated that she would research and report back to Mr. Kitchen with her findings.

Mr. Kitchen stated that he had been informed that the $10 million in funding would help with the plans for the extension of the Suncoast Parkway to Georgia.

Mr. Kitchen asked would the study be done if the funding is allocated in 2018.

Ms. Schultz responded that when the budget request is approved in the current legislative session, it will take effect in FY 2018 - FY 2019, starting July 1, 2018. She noted the funding may be for a study to look at the feasibility. Ms. Schultz noted that there is an interest in seeking evacuation routes.

Mr. Kinnard stated that he had attended an FDOT meeting and to his understanding there was $30 million approved to complete a feasibility study for Suncoast Parkway III.

Mr. McBride expressed a concern with the difficulty of envisioning what the impact will be due to the extension of the Suncoast Parkway II from SR44 in Lecanto to CR486. He noted that a graphic visual will help illustrate to the public of how the extension of the Suncoast Parkway II will impact their area. Ms. Schultz responded that she would refer to the project environment study to see whether there is some type of graphical information included. Ms. Schultz responded that she will report back her findings to MPO staff.

Discussion ensued regarding the impacts from the Suncoast Parkway II.
