Financial Impact

Funding to award the contract in the amount of $1,071,404.51 is available in the following Transportation Trust Fund account: • 1011-37241-5616398 DPW-LAP GNT 4 Con - Improv-Trails Funding associated with the project to cover continuing engineering and any other expenditures exceeding grant award amount will be funded thru the County Fuel Tax Fund, account 1015-03221-5616398. Attached budget amendment realigns funds ($50,000.00) from reserves to cover these additional costs.


Purchasing and Contracts Department issued Bid No.17-CG0006/BH on June 14, 2017, at the request of the Hernando County Department of Public Works, to obtain bids for the Good Neighbor Trail IV LAP Project.


Purchasing and Contracts placed the legal advertisement and bid notification on the County’s electronic website on June 14, 2017.  Bidders were notified through Florida Bid Net and a total of four (4) bids were received.  The following is a summary of the bid responses received.  (Attached is the detailed bid tabulation.)

Bids were evaluated based on price, conformance with specifications, and the bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.  Bid responses were reviewed and evaluated by the County staff and Purchasing and Contracts and found to be responsive and responsible.


The method of award as stated in the bid is to the lowest, responsive, and responsible bid.  Staff determined that Goodwin Bros Construction, Inc., of Brooksville, FL, submitted the lowest, responsive, and responsible bid.


The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
