The purpose of this agreement is to partner with and allow Citrus County to continue conducting annual traffic counts on the classified road network of Citrus County on behalf of the MPO.  Traffic data is routinely obtained for input into the Congestion Management Process (CMP).

Pursuant to the agreement, Citrus County shall serve as the Implementing Authority for this traffic count program and shall provide annual traffic counts at locations designated by the MPO. MPO funds allocated for the traffic count program shall be reimbursed to the County based on the expenses provided in the Expense Report(s) up to 26 count stations at a cost of up to $12,000.

This Interlocal Agreement shall commence from January 1, 2018 through December 31, 2020.   Should the program be found to be performing acceptably by both the COUNTY and the MPO, this agreement shall be automatically extended for a subsequent three (3) year term. 

The Interlocal Agreement will be reviewed by the Citrus County BOCC at a meeting in December, 2017.

Mr. Diez stated that the Hernando/Citrus MPO Board has entered into a Memorandum of Agreement (MOA) with Citrus County for the purpose of authorizing Citrus County staff to conduct traffic counts at the determined locations. He noted that the cost of the study will total $12,000.

Motion: Mr. Allocco moved to approve and authorize the Chairman’s signature on the Hernando/Citrus MPO Annual Traffic County Program Interlocal Agreement with Citrus County. Mr. Kinnard seconded, and the motion passed unanimously.
